Encourage shops to have living windows
i.e. a shoe shop may have a working model of the Old Lady who lives in a shoe;  bands playing in music shops; models posing in clothing store windows; celebrities washing hair in hairdresser windows & cooking etc.
2.  Launch a lottery to pay for extra expenses.
3.  Lord Mayor to address Parliament once a year. 4.  Colourful Mono rail to be a tourist attraction and service car parks thereby reducing traffic congestion.
